The region stands out for its commitment to enhancing the value of research. It offers a dynamic ecosystem, cutting-edge infrastructures, targeted support and incentives, international collaborations, and a high quality of life.

For the third consecutive year, Friuli Venezia Giulia has been recognised as a ‘strong innovator’ at the European Community level by the Regional Innovation Scoreboard 2023 (RIS). Every two years, this report provides a comparative assessment of the innovation performance of 239 regions in 22 EU Member States, Norway, Serbia, Switzerland, and the United Kingdom.

The report is based on 32 parameters that evaluate various aspects, including the economy, entrepreneurial aptitude, capacity for innovation, governance models, the political framework, climate change management and demographics.

Based on their respective innovation performance, European regions are classified into four groups:

  • Innovation Leaders (36 regions)
  • Strong Innovators (70 regions)
  • Moderate Innovators (69 regions)
  • Emerging Innovators (64 regions)

In Italy, most regions are classified as ‘moderate innovators’, with only Friuli Venezia Giulia, Emilia-Romagna, and the Autonomous Province of Trento classified as ‘strong innovators’.

The Smart and Sustainable Specialisation Strategy (S4)

Innovation, resilience, and sustainability are the guiding principles on which the interventions of the Friuli Venezia Giulia region’s S4 Strategy converge, aiming to transform the productive system and making it more competitive.

The regional S4 strategy represents an industrial economic policy tool, focusing on research and innovation. In the current context, it supports the regional ecosystem’s transition toward sustainable development, expressed from an environmental, economic, and social viewpoint, in alignment with EU and international guidelines.

For the 2021–2027 period, the Friuli Venezia Giulia S4 Strategy envisages five areas of specialisation:

  • Energy transition, circular economy, and environmental sustainability
  • Smart manufacturing and sustainable development of Made in Italy supply chains
  • Maritime technologies – Sustainable water mobility and relative land connections
  • Health, quality of life, agri-food and bioeconomy
  • Cultural heritage, design, creative industries and tourism

The S4 Strategy will guide the use of funds from the European Regional Development Fund (ERDF) for research and innovation and also those to support skills, involving the European Social Fund Plus (ESF+), along with other funds operating in synergy.
